Legal Framework of the Participatory Municipal Investment Program
This program was established within the framework of activating Chapter Seven of the 2014 Constitution of the Tunisian Republic, specifically Article 139, which stipulates that local authorities shall adopt mechanisms of participatory democracy and the principles of open governance to ensure broader participation of citizens and civil society in the preparation of development and territorial planning programs and the monitoring of their implementation, as determined by law. Article 29 of the Local Authorities Code also states that the preparation of development and territorial planning programs must be subject to mechanisms of participatory democracy, and the local council ensures the effective participation of all residents and civil society in various stages of preparing development and territorial planning programs, monitoring their implementation, and evaluating them.
Implementation Method
The local authority takes all measures to inform residents and civil society in advance about the projects of development and territorial planning programs through all available means accessible to all groups.
